Board

To: Municipal Officials in Westchester, Rockland, Putnam

This year, Veolia customers in Westchester, Rockland and Putnam counties have used $1.5 million in funding from the federally-funded Low Income Household Water Assistance Program (LIHWAP) to help pay their water bills. The program will expire Dec. 31, 2023 so there's still plenty of time and funding available for your constituents.

Veolia is committed to helping customers who may need assistance with paying their water bills. Please consider promoting this important program through your own external communication channels. Your constituents can contact New York State's LIHWAP agency (OTDA) to qualify for up to $2,500 per household. Below is an overview of the program in English and Spanish that can be shared with your residents.

Veolia is committed to helping those who may need assistance with paying their water or wastewater bills. Financial hardship can happen to anyone, regardless of age, income or family situation. Veolia has programs that can help eliminate or reduce bills for eligible households.

The Low Income Household Water Assistance Program (LIHWAP)

LIHWAP is a federally-funded program administered by New York State that helps low income households pay the cost of water and sewer services. The program can assist households who have past due bills for water and sewer services and can help prevent water and sewer services from being shut off.

How does it work?

Eligible customers may apply for up to $2,500 per water and sewer provider, or $5,000 if water and sewer services are combined. Funds are paid directly to the household’s water and/or sewer provider(s).

Eligibilty is based on:

Income

Household size

Citizenship/Immigration Status

Amount owed

Primary applicants must provide:

Proof of identity

Proof of residence

Documentation of earned and unearned income

A water, sewer, or combined water and sewer bill listing their permanent and primary residence
